Indra, together with all the Maruts, spoke words for his own benefit and for the harm of Kauśika to Rambhā, the apsaras.

Hear now the sixty-fourth sarga in the glorious Vālmīki Rāmāyaṇa, Bālakāṇḍa.
O Rambhā, this is a great task for the gods that you must accomplish; you are to entice Kauśika here, filling him with desire and delusion.
Thus addressed by the wise thousand-eyed one, the apsaras, bashful and with joined palms, replied to the lord of the gods.
O lord of the gods, this Viśvāmitra, the great sage, is terrible; without doubt, he will unleash dreadful anger upon me, O god.
Therefore, O god, I am afraid; you should grant me your favor. Thus spoken to by her, trembling and fearful, O Rāma—
The thousand-eyed one spoke to her, who was trembling with joined palms: 'Do not fear, Rambhā; may it be well with you. Carry out my command.'
In spring, amidst beautiful trees, I, together with Kāma, will remain by your side, and the cuckoo will captivate his heart.
You, adorned with many qualities and radiant beauty, O gentle one, should disturb that sage Kauśika, devoted to austerity.
Hearing his words, she assumed unsurpassed beauty; the lovely, pure-smiling Rambhā began to entice Viśvāmitra.
He heard the sweet voice of the cuckoo singing, and with a delighted mind, he gazed upon her.
Then, because of that sound, the incomparable song, and Rambhā's appearance, the sage became doubtful.
Perceiving all this as the work of Indra, the foremost of sages, the son of Kuśika, seized by anger, cursed Rambhā.
'Because you tempt me, Rambhā, who seeks victory over desire and anger, you, unfortunate one, shall stand as a stone for ten thousand years.'
'A brāhmaṇa of great splendor and endowed with the power of austerity will deliver you, Rambhā, when you have been tainted by my anger.'
Having spoken thus, the great sage Viśvāmitra, possessed of immense energy, was unable to contain his anger and distress within himself.
By his powerful curse, Rambhā was transformed into stone at that moment; and hearing the words of the great sage, Kāma departed.
Overcome by anger and the loss of his ascetic power, O Rāma, the great-souled one, whose senses were not yet mastered, found no peace within himself.
His mind was troubled because his asceticism had been disrupted; he resolved, 'I will not give in to anger, nor will I speak in any way.'
Or else, I shall not breathe even for hundreds of years; I will dry up myself, having conquered my senses.
Until I attain the status of a Brāhmaṇa, earned through asceticism, I will remain without breathing or eating for countless years.
For me, while I am practicing austerities, my bodily forms will not perish; thus, for a thousand years, that foremost sage undertook an unparalleled vow in the world, O descendant of Raghu.

This is the sixty-fifth chapter in the Bālakāṇḍa of the glorious Vālmīki Rāmāyaṇa.
Then, O Rāma, the great sage, abandoning the Himalayan region, reached the eastern direction and performed exceedingly severe austerities.
He undertook a vow of silence for a thousand years, practicing an incomparable and supremely difficult asceticism, O Rāma.
When the thousand years were completed, the great sage, who had become like wood and was shaken by many obstacles, did not let anger enter his heart.
Having made this resolve, O Rāma, he engaged in inexhaustible asceticism; when the vow of a thousand years was fulfilled, the great ascetic—
—began to eat food at that time, O best of Raghu's line; Indra, taking the form of a Brāhmaṇa, asked him for the prepared food.
He gave all the prepared food to the Brāhmaṇa, as determined; when all the food was gone, the great ascetic did not eat anything himself.
He spoke nothing to the Brāhmaṇa, maintaining his vow of silence; thus, he again observed silence and refrained from breathing.
