लोकयात्रा भयं लज्जा दाक्षिण्यं दानशीलता । पञ्च यत्र न विद्यन्ते न तत्र दिवसं वसेत् ॥ १,११०.
Where there is no livelihood, no fear, no modesty, no courtesy, and no generosity, one should not stay even for a day.
कालविच्छोत्रियो राजा नदी साधुश्च पञ्चमः । एते यत्र न विद्यन्ते तत्र वासं न कारयेत् ॥ १,११०.
Where there is no learned person, no king, no river, no virtuous person, and no fifth (unspecified), one should not make one's residence there.
नैकत्र परिनिष्ठास्ति ज्ञानस्य किल शौनक । सर्वः सर्वं न जानाति सर्वज्ञो नास्ति कुत्रचित् ॥ १,११०.
Shaunaka, there is no place where knowledge is perfected; no one knows everything, and nowhere is there someone who is all-knowing.
न सर्ववित्कश्चिदिहास्ति लोके नात्यन्तमूर्खो भुवि चापि कश्चित् । ज्ञानेन नीचोत्तममध्यमेन योऽयं विजानाति स तेन विद्वान् ॥ १,११०.
No one in this world knows everything, nor is anyone utterly ignorant; the one who understands by means of superior, average, or inferior knowledge is wise thereby.
श्रीगरुडमहापुराणम् १११ सूत उवाच । पार्थिवस्य तु वक्ष्यामि भृत्यानाञ्चैव लक्षणम् । सर्वाणि हि महीपालः सम्यङ्नित्यं परीक्षयेत् ॥ १,१११.
Sūta said: I will now describe the qualities of a king and his servants; a ruler should always examine all these thoroughly.
राज्यं पालयते नित्यं सत्यधर्मपरायणः । निर्जित्य परसैन्यानि क्षितं धर्मेण पालयेत् ॥ १,१११.
A king who is devoted to truth and righteousness always governs his realm, conquering enemy armies and ruling the land by dharma.
पुष्पात्पुष्पं विचिन्वीत मूलच्छेदं न कारयेत् । मालाकार इवारण्ये न यथाङ्गारकारकः ॥ १,१११.
He should gather flowers one by one, not cut the roots, like a garland-maker in the forest, not like a charcoal-burner.
दोग्धारः क्षीरभुञ्जाना विकृतं तन्न भुञ्जते । परराष्ट्रं महीपालैर्भोक्तव्यं न च दूषयेत् ॥ १,१११.
Those who milk cows take only the milk and do not consume what is spoiled; likewise, kings may enjoy the resources of other lands but should not ruin them.
नोधश्छिन्द्यात्तु यो धेन्वाः क्षारार्थो लभते पयः । एवं राष्ट्रं प्रयोगेण पीड्यमानं न वर्धते ॥ १,१११.
Just as one who seeks salt from a cow by cutting its udder does not obtain milk, so too a kingdom oppressed by improper means does not prosper.
तस्मात्सर्वप्रयत्नेन पृथिवीमनुपालयेन् । पालकस्य भवेद्भूमिः कीर्तिरायुर्यशो बलम् ॥ १,१११.
Therefore, with every effort, one should protect the earth; for the ruler, land brings fame, lifespan, honor, and strength.
आभ्यर्च्य विष्णुं धर्मात्मा गोब्राह्मणहिते रतः । प्रजाः पालयितुं शक्तः पार्थिवो विजितेन्द्रियः ॥ १,१११.
Having worshipped Viṣṇu, devoted to righteousness and the welfare of cows and Brāhmaṇas, a king who has mastered his senses is able to protect his people.
ऐश्वर्यमध्रुवं प्राप्य राजा धर्मे मतिञ्चरेत् । क्षणेन विभवो नश्येन्नात्मायत्तं धनादिकम् ॥ १,१११.
Having attained unstable wealth and power, a king should set his mind on righteousness; for prosperity can vanish in a moment, and wealth and the like are not truly one's own.
सत्यं मनोरमाः कामाः सत्यं रम्या विभूतयः । किन्तु वै वनितापाङ्गभङ्गिलोलं हि जीवितम् ॥ १,१११.
It is true that desires are delightful, and possessions are charming; yet, life is as fickle as the sidelong glance of a woman.
व्याघ्रीव तिष्ठति जरा परितर्जयन्ती रोगाश्च शत्रव इव प्रभवन्ति गात्रे । आयुः परिस्त्रवति भिन्नघटादिवाम्भो लोको न चात्महितमाचरतीह कश्चित् ॥ १,१११.
Old age stands threatening like a tigress, and diseases arise in the body like enemies; life slips away like water from a broken pot, and in this world, no one acts truly for their own good.
निः शङ्कं किं मनुष्याः कुरुत परहितं युक्तमग्रे हितं यन्मोदध्वं कामिनीभिर्मदनशरहता मन्दमन्दातिदृष्ट्या । मा पापं संकुरुध्वं द्विजहरिपरमाः संभजध्वं सदैव आयुर्निः शेषमेति स्खलति जलघटीभूतमृत्युच्छलेन ॥ १,१११.
Why do people not freely do good for others, or what is truly beneficial for themselves, when you delight in women, struck by the arrows of love, with slow and languid glances? Do not commit sin; always honor Brāhmaṇas and Viṣṇu; for life comes to its end, faltering with the surge of death like a water-clock.
मातृवत्परदारेषु परद्रव्येषु लोष्टवत् । आत्मवत्सर्वभूतेषु यः पश्यति स पण्डितः ॥ १,१११.
He is wise who sees other men's wives as mothers, others' wealth as clods of earth, and all beings as himself.
एतदर्थं हि विप्रेन्द्रा राज्यमिच्छन्ति भूभृतः । यदेषां सर्वकार्येषु वचो न प्रतिहन्यते ॥ १,१११.
For this reason, O best of Brāhmaṇas, kings desire sovereignty: so that in all matters, their word is not opposed.
एतदर्थं हि कुर्वन्ति राजानो धनसञ्चयम् । रक्षयित्वा तु चात्मानं यद्धनं तद्द्विजातये ॥ १,१११.
For this reason, kings accumulate wealth; but after securing their own safety, that wealth is to be given to the twice-born.
ओङ्कारशब्दो विप्राणां येन राष्ट्रं प्रवर्धते । स राजा वर्धते योगाद्व्याधिभिश्च न बध्यते ॥ १,१११.
By the sound of Oṃ uttered by Brāhmaṇas, the kingdom prospers; such a king flourishes through discipline and is not afflicted by diseases.
असमर्थाश्च कुर्वन्ति मुनयो द्रव्यसञ्चयम् । किं पुनस्तु महीपालः पुत्रवत्पालयन्प्रजाः ॥ १,१११.
Even sages, though powerless, accumulate wealth; how much more so a king, who protects his subjects as his own children?
यस्यार्थास्तस्य मित्राणि यस्यार्थास्तस्य बान्धवाः । यस्यार्थाः स मुमांल्लाके यस्यार्थाः स च पण्डितः ॥ १,१११.
He who has wealth has friends; he who has wealth has relatives; he who has wealth is esteemed in the world; he who has wealth is considered wise.
त्यजन्ति मित्राणि धनैर्विहीनं पुत्राश्च दाराश्च सुहृज्जनाश्च । ते चार्थवन्तं पुनराश्रयन्ति ह्यर्थो हि लोके पुरुषस्य बन्धुः ॥ १,१११.
Friends, sons, wives, and companions abandon a man deprived of wealth; but they return to one who has wealth—indeed, in this world, wealth is a man's true kin.
अन्धा हि राजा भवति यस्तु सास्त्रविवर्जितः । अन्धः पश्यति चारेण शास्त्रहीनो न पश्यति ॥ १,१११.
A king without knowledge of scripture is truly blind; a blind man can see with a guide, but one without scripture cannot see at all.
यस्य पुत्राश्च भृत्याश्च मन्त्रिणश्च पुरोहिताः । इन्द्रियाणि प्रसुप्तानि तस्य राज्यं चिरं न हि ॥ १,१११.
If a man's sons, servants, ministers, and priests, as well as his senses, are asleep, his kingdom will not endure long.
येनार्जितास्त्रयोऽप्योऽप्येते पुत्रा भृत्याश्च बान्धवाः । जिता तेन समं भूपैश्चतुरब्धिर्वसुन्धरा ॥ १,१११.
He by whom these three—sons, servants, and relatives—are acquired, along with the earth, rules the land equally with other kings for four ages.
लङ्घयेच्छास्त्रयुक्तानि हेतुयुक्तानि यानि च । सहि नश्यति वै राजा इह लोके परत्र च ॥ १,१११.
He who disregards what is established by scripture and reason perishes in this world and the next, along with his kingdom.
मनस्तापं न कुर्वीत आपदं प्राप्य पार्थिवः । समबुद्धिः प्रसन्नात्मा प्रसन्नात्मा सुखदुःखे समो भवेत् ॥ १,१११.
A king should not be distressed in mind when adversity arises; with even-mindedness and a clear heart, he should remain the same in happiness and sorrow.
धीराः कष्टमनुप्राप्य न भवन्ति विषादिनः । प्रविश्य वदनं राहोः किं नोदति पुनः शशी ॥ १,१११.
The steadfast do not become despondent when hardship comes; does not the moon, after entering the mouth of Rāhu, rise again?
धिग्धिक्शरीरसुखलालितमानवेषु मा खेदयेद्धनकृशं हि शरीरमेव । सद्दारका ह्यधनपाण्डुसुताः श्रुता हि दुःखं विहाय पुनरेव सुखं प्रपन्नाः ॥ १,१११.
Fie upon those who pamper the body for fleeting pleasure; let one not grieve over lack of wealth, for the body itself is frail. Even those with wives and children, like the sons of Pāṇḍu, are known to have abandoned suffering and attained happiness again.
गन्धर्वविद्यामालोक्य वाद्यं च गणिकागणान् । धनुर्वेदार्थशास्त्राणि लोके रक्षेच्च भूपतिः ॥ १,१११.
Having observed the arts of the Gandharvas, music, and the assemblies of courtesans, a king should also protect the sciences of archery and statecraft in the world.
