पुष्कर उवाच विशन्ति येन मार्गेण वायसा बहवः पुरं ।०१ तेन मार्गेण रुद्धस्य पुरस्य ग्रहणं भवेत् ॥०१ सेनायां यदि वासार्थे निविष्टो वायसो रुवन् ।०२ वामो भयातुरस्त्रस्तो भयं वदति दुस्तरं(१) ॥०२ छायाङ्गवाहनोपानच्छत्रवस्त्रादिकुट्टने ।०३ मृत्युस्तत्पूजने पूजा तदिष्टकरणे शुभं ॥०३ प्रोषितागमकृत्काकः कुर्वन् द्वारि गतागतं ।०४ रक्तं दग्धं गृहे द्रव्यं क्षिपन्वह्निवेदकः ॥०४ न्यसेद्रक्तं पुरस्ताच्च निवेदयति बन्धनं ।०५ पीतं द्रव्यं तथा रुक्म रूप्यमेव तु भार्गव ॥०५ यच्चैवोपनयेद्द्रव्यं तस्य लब्धिं विनिर्दिशेत् ।०६ द्रव्यं वापनयेद्यत्तु तस्य हानिं विनिर्दिशेत् ॥०६ पुरतो धनलब्धिः स्यादाममांसस्य छर्दने ।०७ भूलब्धिः स्यान्मृदः क्षेपे राज्यं रत्नार्पणे महत् ॥०७ यातुः काकोऽनुकूलस्तु क्षेमः कर्मक्षमो भवेत् ।०८ न त्वर्थसाधको ज्ञेयः प्रतिकूलो भयावहः ॥०८ सम्मुखेऽभ्येति विरुवन् यात्राघातकरो भवेत् ।०९ वामः काकः स्मृतो धन्यो दक्षिणोऽर्थविनाशकृत्(२) ॥०९ वामोऽनुलोमगः श्रेष्ठो मध्यमो दक्षिणः स्मृतः ।१० प्रतिलोमगतिर्वामो गमनप्रतिषेधकृत् ॥१० निवेदयति यात्रार्थमभिप्रेतं गृहे गतः(१) ।११ एकाक्षरचरणस्त्वर्कं वीक्षमाणो भयावहः ॥११ कोटरे वासमानश्च महानर्थकरो भवेत् ।१२ न शुभस्तूषरे काकः पङ्काङ्कः स तु शस्यते ॥१२ अमेध्यपूर्णवदनः काकः सर्वार्थसाधकः(२) ।१३ ज्ञेयाः पतत्रिणोऽन्येऽपि काकवद्भृगुनन्दन ॥१३ स्कन्धावारापसव्यस्थाः श्वानो विप्रविनाशकाः ।१४ इन्द्रस्थाने नरेन्द्रस्य पुरेशस्य तु गोपुरे ॥१४ अन्तर्गृहे गृहेशस्य मरणाय भवेद्भषन् ।१५ यस्य जिघ्रति वामाङ्गं तस्य स्यादर्थसिद्धये ॥१५ भयाय दक्षिणं चाङ्गं तथा भुजमदक्षिणं ।१६ यात्राघातकरो यातुर्भवेत्प्रतिमुखागतः ॥१६ मार्गावरोधको मार्गे चौरान् वदति भार्गव ।१७ अलाभोऽस्थिमुखः पापो रज्जुचीरमुखस्तथा ॥१७ सोपानत्कमुखो धन्यो मांसपूर्णमुखोऽपि च ।१८ अमङ्गल्यमुखद्रव्यं केशञ्चैवाशुभं तथा ॥१८ अवमूत्र्याग्रतो याति यस्य तस्य भयं भवेत् ।१९ यस्यावमूत्र्य व्रजति शुभं देशन्तथा द्रुमं ॥१९ मङ्गलञ्च तथा द्रव्यं तस्य स्यादर्थसिद्धये ।२० श्ववच्च राम विज्ञेयास्तथा वै जम्बुकादयः ॥२० भयाय स्वामिनि ज्ञेयमनिमित्तं रुतङ्गवां ।२१ निशि चौरभयाय स्याद्विकृतं मृत्यवे तथा ॥२१ शिवाय स्वामिनो रात्रौ बलीवर्दो नदन् भवेत् ।२२ उत्सृष्टवृषभो राज्ञो विजयं सम्प्रयच्छति ॥२२ अभयं भक्षयन्त्यश्च गावो दत्तास्तथा स्वकाः ।२३ त्यक्तस्नेहाः स्ववत्सेषु गर्भक्षयकरा मताः ॥२३ भूमिं पादैर्विनिघ्नन्त्यो दीना भीता भयावहाः ।२४ आर्द्राङ्ग्यो हृष्टरोमाश्च शृगलग्नमृदः शुभाः ॥२४ महिष्यादिषु चाप्येतत्सर्वं वाच्यं विजानता ।२५ आरोहणं तथान्येन सपर्याणस्य(१) वाजिनः ॥२५ जलोपवेशनं नेष्टं भूमौ च परिवर्तनं ।२६ विपत्करन्तुरङ्गस्य सुप्तं वाप्यनिमित्ततः ॥२६ यवमोदकयोर्द्वेषस्त्वकस्माच्च न शस्यते ।२७ वदनाद्रुधिरोत्पत्तिर्वेपनं न च शस्यते ॥२७ क्रीडन् वैकः कपोतैश्च सारिकाभिर्मृतिं वदेत् ।२८ साश्रुनेत्रो जिह्वया च पादलेही विनष्टये(२) ॥२८ वामपादेन च तथा विलिखंश्च वसुन्धरां ।२९ स्वपेद्वा वामपार्श्वेन दिवा वा न शुभप्रदः ॥२९ भयाय स्यात्सकृन्मूत्री तथा निद्राविलाननः ।३० आरोहणं न चेद्दद्यात्प्रतीपं वा गृहं व्रजेत् ॥३० यात्राविघातमाचष्टे वामपार्श्वं तथा स्पृशन् ।३१ हेषमाणः शत्रुयोधं पादस्पर्शी जयावहः ॥३१ ग्रामे व्रजति नागश्चेन्मैथुनं देशहा भवेत् ।३२ प्रसूता नागवनिता मत्ता चान्ताय भूपतेः ॥३२ आरोहणं न चेद्दद्यात्प्रतीपं वा गृहं व्रजेत् ।३३ मदं वा वारणो जह्याद्राजघातकरो भवेत् ॥३३ वामं दक्षिणपादेन पादमाक्रमते शुभः ।३४ दक्षिणञ्च तथा दन्तं परिमार्ष्टि करेण च ॥३४ वृषोऽश्वः कुञ्जरो वापि रिपुसैन्यगतोऽशुभः ।३५ खण्डमेघातिवृष्ट्या तु सेना नाशमवाप्नुयात् ॥३५ प्रतिकूलग्रहर्क्षात्तु तथा सम्मुखमारुतात्(१) ।३६ यात्राकाले रणे वापि छत्रादिपतनं भयं ॥३६ हृष्टा नराश्चानुलोमा ग्रहा वै जयलक्षणं ।३७ काकैर्योधाभिभवनं क्रव्याद्भिर्मण्डलक्षयः ॥३७ प्राचीपश्चिमकैशानी शौम्या प्रेष्ठा शुभा च दिक्
Puṣkara said: If many crows enter a city by a certain path, and that path is blocked, the city will be captured. If a crow settles in the army for rest and caws, if it is on the left, frightened, or agitated, it foretells great danger. If it pecks at shadows, limbs, vehicles, shoes, umbrellas, clothes, or similar things, it means death if worshipped, but auspiciousness if used for desired purposes. If a crow circles the door when someone is away, or throws red or burnt things into a house, it indicates fire. If it places red things in front, it foretells imprisonment. If it brings yellow or golden or silver objects, it indicates gain; if it takes away such things, it indicates loss. Finding wealth in front means gain; vomiting raw meat means gain of land; throwing mud means gain of territory; offering jewels means great sovereignty. A crow favorable to the traveler brings safety and success; an unfavorable one brings fear and failure. If it approaches cawing in front, it causes obstruction to the journey. The left crow is considered auspicious, the right one brings loss. The left crow going in the proper direction is best, the middle one is considered right; the left one going in the reverse direction prevents departure. If a crow enters a house for a desired purpose, it indicates the fulfillment of that purpose. If it stands on one leg facing the sun, it brings fear. If it stays in a hollow, it brings great misfortune. A crow on frost is not auspicious, but one with mud is praised. A crow with a mouth full of filth fulfills all desires. Other birds are also to be known like crows, O descendant of Bhṛgu. Dogs standing to the left of the camp bring destruction to Brāhmaṇas. If they bark at the king's place, the city gate, or inside the house, it foretells death for the master. If it sniffs the left side of a person, it brings success; if the right side, it brings fear; if the right arm, it brings obstruction to the journey. If it faces the traveler, it causes obstruction. If it blocks the path, it indicates thieves. If its mouth is bone-filled or rope-filled, it means loss. If its mouth has shoes, it is auspicious; if filled with meat, it is also auspicious. If its mouth has inauspicious things or hair, it is unfavorable. If it urinates in front of someone, it brings fear; if it urinates and goes away, it brings auspiciousness, as does going to a good place or tree. If it goes to an auspicious thing, it brings success. Jackals and others are to be known like dogs, O Rāma. If they howl without cause, it brings fear to the master. At night, a strange howl means danger or death. If an ox bellows at night, it is auspicious for the master. If a bull is released, it brings victory to the king. If cows eat without fear, or are given, or are one's own, it is auspicious; if they abandon affection for their calves, it causes miscarriage. If they strike the ground with their feet, are dejected or frightened, it brings fear. If their limbs are wet or hair bristling, or if they are smeared with jackal mud, it is auspicious. All this is to be said for buffaloes and others as well. If a horse is mounted by another, or sits in water, or rolls on the ground, it is not desired. If a horse falls or sleeps without cause, it is inauspicious. If it dislikes barley or sweets, or suddenly refuses them, it is not praised. If blood comes from its mouth or it trembles, it is not praised. If it plays alone with pigeons or mynas, it foretells death. If its eyes are tearful, or it licks its feet with its tongue, it means destruction. If it scratches the earth with its left foot, or sleeps on its left side during the day, it is not auspicious. If it urinates only once, or its face is sleepy, it brings fear. If it does not allow mounting, or enters the house in the opposite direction, it foretells obstruction to the journey. If it touches its left side, it foretells obstruction to the journey. If it neighs, touches the foot, it brings victory in battle. If an elephant mates in the village, it causes the destruction of the place. If a female elephant gives birth or is in rut, it brings the end of the king. If it does not allow mounting, or enters the house in the opposite direction, it foretells obstruction. If the elephant loses its rut, it brings the king's death. If it touches the left foot with the right, it is auspicious; if it touches the right tooth with its hand, it is also auspicious. If a bull, horse, or elephant goes to the enemy's army, it is inauspicious. If the army is struck by heavy rain from broken clouds, it will be destroyed. If there are adverse planets or constellations, or opposing winds, during a march or battle, the fall of the umbrella brings fear. If people are delighted and planets are favorable, it is a sign of victory. If warriors are overcome by crows, or by carnivorous animals, it means destruction of the circle. The eastern, western, and northeastern directions are praised as auspicious.
पुष्कर उवाच सर्वयात्रां प्रवक्ष्यामि राजधर्मसमाश्रयात् । अस्तङ्गते नीचगते विकले रिपुराशिगे ।। २३३.
Puṣkara said: I will explain all matters of departure, based on royal duty; when the sun has set, is in a low position, is obscured, or when the enemy is in the ascendant.
प्रतिलोमे च विध्वस्ते शुक्रे यात्रां विसर्जयेत् । प्रतिलोमे बुधे यात्रां दिक्पत्तौ च तथा ग्रहे ।। २३३.
When the planets are in reverse or afflicted, or when Venus is inauspicious, one should abandon the journey; likewise, when Mercury is in reverse, or when a planet is at the junction of directions.
बैधृतौ च व्यतीपाते नागे च शकुनौ तथा । चतुष्पादे च किन्तुघ्ने तथा यात्रां विवर्जयेत् ।। २३३.
During the lunar mansion Baidhṛti, at the time of Vyatīpāta, in the lunar mansion Nāga, or when the omen is a quadruped or a kintughna, one should avoid setting out.
विपत्तारे नैधने च प्रत्यरौ चाथ जन्मनि । गण्डे विवर्जयेद्यात्रां रिक्तायाञ्च तिथावपि ।। २३३.
One should not depart during times of misfortune, death, opposition, birth, or when the lunar day is Gaṇḍa or empty.
उदीची च तथा प्राची२ तयोरैक्यं प्रकीर्त्तितं । पश्चिमा दक्षिणा या दिक् तयोरैक्यं तथैव च ।। २३३.
The northern and eastern directions are said to be united; likewise, the western and southern directions are also considered united.
वाय्वग्निदिकसमुद्भतं परिघन्न तु लङ्घयेत् । आदित्यचन्द्रशौरास्तु दिवसाश्च न शोभनाः ।। २३३.
One should not cross a parigha (inauspicious period) arising from the directions of wind and fire; the days ruled by the Sun, Moon, and Mars are also not auspicious.
वाय्वग्निदिक्समुद्भ्तं परिघन्न तु लह्घयेत् । मैत्राद्यान्यपरे चाथ वासवाद्यानि वाप्युदक् ।। २३३.
One should not cross a parigha arising from the directions of wind and fire; likewise, the days of Mitra and others, or those of Indra and the waters, are also to be avoided.
सर्वद्वाराणि शस्तानि छायामानं वदामि ते । आदित्ये विंशतिर्ज्ञेयाश्चन्द्रे षोडस कीर्त्तिताः ।। २३३.
All gateways are auspicious; I tell you the shadow periods: for the Sun, twenty are to be known; for the Moon, sixteen are declared.
भौमे पञ्चदशैवोक्ताश्चतुर्दश तथा बुधे । त्रयोदश तथा जीवे शुक्रे द्वादश कीर्त्तिताः ।। २३३.
For Mars, fifteen are stated; for Mercury, fourteen; for Jupiter, thirteen; for Venus, twelve are declared.
एकादश तथा सौरे सर्वकर्मसु कीर्त्तिताः । जन्मलग्ने शक्रचापे सम्मुखे न व्रजेन्नरः ।। २३३.
For Saturn, eleven are stated as suitable for all actions; a man should not proceed when the ascendant is at birth, in Indra’s bow, or facing directly.
शकुनादौ शुभे यायाज्जयाय हरिमास्मरन् । वक्ष्ये मण्डलचिन्तान्ते कर्त्तव्यं राजरक्षणं ।। २३३.
At the beginning of auspicious omens, one should set out, remembering Hari for victory; I will explain at the end of the discussion on circles the protection of the king that should be done.
स्वाम्यमात्यं तथा दुर्गं कोषो दण्डस्तथैव च । मित्रञ्जनपदश्चैव राज्यं सप्ताङ्गमुच्यते ।। २३३.
The lord, the minister, the fortress, the treasury, the punishment, the friend, and the territory—these are said to be the seven limbs of a kingdom.
सप्ताङ्गस्य तु राज्यस्य विघ्नकर्तॄन् विनाशयेत्। ३मण्डलेषु च सर्वेषु वृद्धिः कार्य्या महीक्षिता ।। २३३.
The obstacles to the seven-limbed kingdom should be destroyed; in all the circles, growth should be pursued by the king.
आत्ममण्डलमेवात्र प्रथमं मण्डलं भवेत् । सामन्तास्तस्य विज्ञेया रिपवो मण्डलस्य तु ।। २३३.
Here, one’s own circle is to be known as the first circle; the neighboring rulers are to be known as its enemies, and the enemies of the circle as well.
उपेतस्तु सुहृज् ज्ञेयः शत्रुमित्रमतः परं । मित्रमित्रं ततो ज्ञेयं मित्रमित्ररिपुस्ततः ।। २३३.
The ally who has joined is to be known as the friend; after that, the friend of the enemy; then the friend of the friend; after that, the enemy of the friend of the friend.
एतत्पुरस्तात् कथितं पश्चादपि निबोध मे । पार्ष्णिग्राहस्ततः पश्चात्ततस्त्वाक्रन्द उच्यते ।। २३३.
This has been explained before; now listen further: after that comes the rear-grasper, and after that, the one called the outcry.
आसारस्तु ततोऽन्यः स्यादा क्रन्दासार उच्यते । जिगीषोः शत्रुयुक्तस्य विमुक्तस्य तथा द्विज ।। २३३.
Then comes another called the essence of the outcry; for one who desires conquest, who is joined with an enemy or freed from one, O twice-born, these apply.
नात्रापि निश्चयः शक्यो वक्तुं मनुजपुङ्गव । निग्रहानुग्रहे शक्तो मध्यस्थः परिकीर्त्त्तिः ।। २३३.
Even here, certainty cannot be declared, O best of men; one who is able to restrain or favor is called the neutral.
निग्रहानुग्रहे शक्तः सर्वेषामपि यो भवेत् । उदासीनः स कथितो बलवान् पृथिवीपतिः ।। २३३.
He who is able to restrain or favor all is called the indifferent, and he is the powerful lord of the earth.
न कस्यचिद्रिपुर्म्मित्रङ्कारणाच्छत्रुमित्रके । मण्डलं तव सम्प्रोक्तमेतद् द्वादशराजकं ।। २३३.
No one is an enemy or friend for the sake of enmity or friendship; this circle of yours, consisting of twelve kings, has been described.
त्रिविधा रिपवो ज्ञेयाः कुल्यानन्तरकृत्रिमाः । पूर्वपूर्वो गुरुस्तेषां दुश्चिकित्स्यतमो मतः ।। २३३.
Three kinds of enemies are to be known: born of family, immediate, and artificial; among them, the earliest is considered the most difficult to deal with.
अनन्तरोऽपि यः शत्रुः सोऽपि मे कृत्रिमो मतः । पार्ष्णिग्राहो भवेच्छत्रोमित्राणि रिपवस्तथा ।। २३३.
Even the immediate enemy is considered by me to be artificial; the rear-grasper is an enemy, and so too are the friends of the enemy.
पार्ष्णिग्राहमुपायैश्च शामयेच्च तथा स्वकं । मित्रेण शत्रोरुच्छेदं प्रशंसन्ति पुरातनाः ।। २३३.
One should pacify the rear-grasper by means and also one’s own; the ancients praise the destruction of the enemy through a friend.
मित्रञ्च शत्रुतामेति सामन्तत्वादनन्तरं । शत्रुं जिगीषुरुच्छिन्द्यात्४ स्वयं शक्नोति चेद्यदि ।। २३३.
A friend becomes an enemy due to proximity; therefore, one who wishes to conquer an enemy should sever ties, if able, by his own effort.
प्रतापवृद्धौ तेनापि नामित्राज्जायते भयं । यथास्य नोद्विजेल्लोको विश्वासश्च यथा भवेत् ।। २३३.
Even when his power increases, he need not fear enemies; so that people do not become anxious about him, and trust may be established.
पुष्कर उवाच सामभेदौ मया प्रोक्तौ दानदण्डौ तथैव च । दण्डः स्वदेशे कथितः परदेशे व्रवीमि ते ।। २३४.
Puṣkara said: I have explained conciliation and division, as well as giving and punishment; punishment has been described for one's own land, now I will tell you about punishment in foreign lands.
प्रकाशश्चाप्रकाशश्च द्विविधो दण्ड उच्यते । लुण्ठनं ग्रामघातश्च शस्यघातोऽग्निदीपनं ।। २३४.
Punishment is said to be of two kinds: open and secret; such as plundering, destruction of villages, destruction of crops, and setting fires.
प्रकाशोऽथ विषं वह्निर्विविधैः पुरुषैर्वधः । दूषणञ्चैव साधूनामुदकानाञ्च च दूषणं ।। २३४.
Open punishment includes poison, fire, killing by various agents, and also the defilement of the virtuous and of water sources.
दण्डप्रणयणं प्रोक्तमुपेक्षां श्रृणु भार्गव । यदा मन्येत नृपती रणे न मम विग्रहः ।। २३४.
The application of punishment has been explained; now listen, Bhārgava, to neglect: when a king thinks in battle, 'There is no conflict for me.'
